The short explanation of this alert was:

House Education and Labor Committee Chairman George Miller (D-CA) introduced the Early Learning Challenge Grant Fund on July 15. The measure offers challenge grants to states to strengthen early learning systems and to increase the number of disadvantaged children in high quality early learning settings.  The goal is to ensure that more children start school ready to succeed.
